Foreign tourists shopping in Beijing can claim a refund of 8-11% VAT on purchases. However, the process has specific requirements and deadlines. Missing a step can mean losing your refund. This guide walks you through everything from finding Tax-Free stores to getting your cash at the airport.
Tax Refund Eligibility: Who Qualifies and What You Can Buy
Who qualifies: foreign passport holders who have been in China for less than 183 consecutive days. Chinese citizens living abroad (with foreign residency) also qualify. You must be departing China within 90 days of purchase. Minimum purchase: 500 RMB (~$70) total per day at the same store. Refund rate: 11% VAT refund minus 2% handling fee = approximately 9% net refund. For example, if you spend 1,000 RMB at a Tax-Free store, you get approximately 90 RMB back. Which stores participate: look for the 'Tax-Free' (退税) logo at the store entrance or on the cash register. Major department stores in Beijing participate: Beijing SKP (the most luxurious mall), China World Mall, Wangfujing Department Store, New Dong'an Plaza, Shin Kong Place. When buying, ask the staff: 'Is this Tax-Free for tourists?' (这个可以退税吗?- zhe ge ke yi tui shui ma?). Items eligible: most goods purchased for personal use. Clothing, electronics, watches, jewelry, cosmetics, local products (tea, silk, Chinese medicine). Items NOT eligible: consumables (food, drinks, tobacco, alcohol - unless consumed outside China), services (hotel stays, restaurant meals, tours), items purchased through online shopping apps (Taobao, JD.com). Special rules: Chinese tea and silk are eligible if purchased at designated Tax-Free stores. Some electronics stores in Zhongguancun participate. Always ask before purchasing.
Step-by-Step: Getting Your Tax Refund at the Store
Step 1: Shop at stores displaying the 'Tax-Free' logo. Step 2: Before paying, tell the cashier: 'I need a tax refund form' (我要退税 - wo yao tui shui). Step 3: Complete the tax refund form. You will need: your passport (must be physical, not a copy or photo), the original receipts (发票 - fa piao), the store's tax refund form. The store staff will fill in most of the form. You just need to sign and confirm your passport number and departure details. Step 4: Keep everything together. Do not pack the purchased items in checked luggage if you need to show them at the airport. Keep them in your carry-on or easily accessible. Step 5: Multiple stores, multiple forms. If you shop at different stores on different days, you get separate refund forms for each. You can combine them at the airport customs counter. Important: the tax refund form and original receipt must be stamped by customs at the airport before you check your luggage (or before you leave the security area). This is the step most tourists miss. Without the customs stamp, your refund is void. The stores in Wangfujing and SKP are very familiar with foreign tourists and the tax refund process. They will help you complete the forms correctly.

Getting Your Refund at Beijing Airport (PEK & PKX)
Beijing Capital Airport (PEK): Tax refund counters are in Terminal 3 Departures (International). Follow signs for 'Customs Declaration' (海关申报) before security check. Process: Go to the customs counter BEFORE security. Present: passport, purchased items (unpackaged), tax refund forms, original receipts. Customs officer will inspect the items and stamp your forms. After customs stamp, go through security. After security, go to the tax refund payment counter. You can choose: cash refund (RMB or USD), refund to Alipay (instant), refund to credit card (takes 2-4 weeks). The refund counter is near the duty-free shops. Allow at least 30 minutes for the entire process. Beijing Daxing Airport (PKX): Similar process. Customs counter is before security in the international departure area. Tax refund payment counter is after security. Follow signs for 'Tax Refund' (退税). Tips: arrive at the airport 3 hours before your flight (the tax refund process can take 30-60 minutes). Do not check in your Tax-Free purchases before the customs inspection. The most convenient refund method: Alipay. It is instant and goes directly to your Alipay account. Cash refund is also instant but you get RMB (which you may not need once you leave China). Credit card refund takes the longest (2-4 weeks) and has exchange rate risk. If your flight is early morning (before 7 AM), the customs counter may not be open. Check airport hours. For PEK Terminal 3, customs is open 6 AM to last international flight.
